Explorer Band Question

My boss's 99 explorer had a bad flare on the 2-3 upshift, so I pulled the trans and found the intermediate band was burned. I replaced the band and all the seals and gaskets, but he wanted to see if we could get away with not replacing the drum. Well, I got it all back together, but with the factory adjustment (10 inch/lbs, then back off 2 turns), the band still slipped, but it was better. I tried adjusting the band, but I finally got to the point where the band was so tight it was almost tight on the drum. It doesn't really flare, but it does shift hard. I'm thinking the drum was just too glazed, and needs replacement, but I'm hoping I can find something else to try before I have to r and r the trans again. I'll probably end up trying the epc and bracket tsb next, but if any trans techs out there have any ideas, I'm open to opinions. Ford trained and empoyed transmission technician here, but the experience is what I lack.

i usually take a peice of scotch bright pad and use in the direction of rotation.the band dosnt need to be set tighter than 1 1/2 out.i would of also replace the int seal also.what i have found is the valves in the valve body that control line pres. seem to wear heavily due to the constant correction of line pressure.i always install a new valve body on a 5r when i do a build. did you inspect the direct clutches when apart.

Sounds to me like the band servo is leaking or dragging.
