glow plug relay voltage

ok, it got cold enough that my truck didn't want to start. I checked the relay I replaced last year and have 12.7 on the battery side and with the key on, only get 9.9 on the plug side. Why would I have such a big voltage drop across this relay? Any help would be appreciated by me and my wife who doesn't want to get stranded again trying to leave work.
Thanks, Dave

Voltage drop across the GPR is due to burnt contacts and will not allow your GP's to heat as much as they should. Replace the GPR.

guzzle, great website. I would have thought I was in the clear after replacing the gpr last year, but it looks like you've had the same issues. I just didn't want to admit that it went bad already.
Thanks,
