On my 1979 F-100, the water temp and fuel gauges appear to be linked up electrically somehow. When the fuel tank is full, the temp gauge reads higher. When the fuel tank is low, the temp gauge reads lower. I put a new fuel tank in it about 6 months ago, so I know the ground at the sending unit is good. I put a thermocouple into the water line leaving the engine (to the top of the radiator) and the temperature is an even 180 degrees F., so I know the thermostat is working correctly.
Like Dennis's picture states, it stands for "Instrument Cluster Voltage Regulator". My original cluster only had two plastic caps also. I don't know if I was missing two or not.

ICVR aka CVR = Constant Voltage Regulator
