Check out the Ball Joint Replacement thread in the tech file. In there will be part numbers for all the seals .... maybe this will help to clear it up?
Yes sir it just a dust seal. you will have the axle out so you should replace it. It goes on the axle. You need a tool for the big seal. Don't try to do it without it or have the dealer install the seal 4 U.

Thanks Dick. I got the passenger side done this afternoon. I was really getting the run around on parts. Apparently whoever supplied the oil seals in 2000 didn't share their part #s with Ford?????? Anyway, with your part #s I was able to make short work of the job. I am going to attach the easy side (driver) next mon.
When you install the axle slime it with grease on the end so you will have a easy install through the diff seal way in there. You don't want to rip it.
I found this thread on a search for a concern I have. Sounds like the same thing. Also found this photo on guzzle's site which shows the exact concern I have but doesn't reference it.
Note the seal(?) to the right of the rachet head. It looks loose on the shaft like mine does when the front wheel is turned to the side. Its inboard of the u-joint where the front shaft goes into the housing. Is this something I need to drop everything and fix before driving the truck? I assume its a big job requiring the front propshaft to be pulled out.
See how much your axle moves up and down. Your needle bearings may be shot or maybe just the seal is toast. Its a dust seal..You should pull it all apart and check all.
the seal you are questioning is only a dust seal and does not actually fit into the axle tube it is pressed up against it by the axle shaft. jack up the truck and check for bearing play or ball joint slop. if you have neither i would'nt pull it apart just for that dust seal. How close to a 60,000mile service of the needle bearings are you?
and of course this is just my opinion.there is an actual oil seal inside the axle tube just past the diff carrier to keep diff lube in and dirt and grime out. in the tech section there is a great article on ball joint replacement it will tell you all you have to do to get to that seal good luck

The reason I did not reference it is because of the poor design of the seal. The majority of the 4x4 SD's running down the roads will look like this. mountngoat is correct that it is simply a dust seal that does not seem to affect the wear or performance of the axle to any degree. I'll replace them when the time comes for ball joints.
