DT466 Hard starting at high elevation

My summer construction job had me driving a IH 4900 with DT466 service truck which ran and started really well til, Buford Wyoming. Every time it needed to be started after sitting overnight it would either have to be cranked forever or give it a shot of ether to get it running. After the truck was brought back to lower elevation it started fine. Fuel filter was changed while up there to no effect.

What are some things that would cause it to start hard at higher elevation?

I'd like to know to check it out before the season starts since wyoming is the first place to go.

Is this an E or a New Generation mechanical or an older farm tractor motor?

I can't recall for sure it was a 1998 model truck.

98 is electronic, just like a powerstroke. I've heard issues like too thick of oil keeping them from starting. Could be many things, any computer codes?

I don't believe there was no lights came on. Completely forgot about having it checked out over winter. Thought someone just might know why. Ran good around ND, SD, and MT. few times I checked fuel mileage it was 7-9 mpg, not to bad for a box truck.
