CCRM problem ?

My wifes windstar has a problem when temps get below zero the fuel pump will not start thus van has no fuel pressure and won't start. When things warm up it works fine. It always happens on a restart, away from home. Sometimes you would think there is still heat in the engine but no start. Heard something about bad seal and moisture, but wonder if this could be because this has been occassionally been happening for about 3 years now. Thank for any Help

Sounds like possibly a bad fuel pump relay or EEC relay perhaps. Is there voltage going to the pump when this occurs?

There is voltage, but only the signal from the computor, no amperage. Testing is a problem because after only a few minites in a warm shop it works. This doesn't happen only a very few times in extreme temp
