I've heard that whine before in real cold weather. I was told it was the alternator, under heavy load due to recharging a real cold battery that just had a huge current draw on it (starting a cold engine).
Not sure I bought the explanation, but it did go away when the weather warmed up.

I don't think it would be condensation. When I heard my truck doing that, I was at about -10 F. It was just too freakin' cold get out and try to find the noise source.
My '04 5.4L did exactly the same thing, only when cold, and I also heard it was the alternator or thought it might be the belt. Did it from the first cold day I had it.
Here's the wierd thing...the dealer just did the cam phasers under warranty (I did not mention this noise at all, just the cam phaser tap, since they had refused to look into this noise before under the claim that it was a belt and not covered) and the truck is now completely quiet on cold starts. No tap and no whine. I have no idea why, other than they had some of the serpentine components disassembled and reassembled and maybe they did something I'm not aware of.
Its the pwr steering pump ,its normal .If you change to full synthetic fluid it quiets down alot but still there

Try about two ounces of MT-10 in the power steering fluid. I can't tell you where you might find it, but you might start at the MPC Corp website, although they don't sell directly off the site. A real cheap fix would be to put a 100 watt work light under the hood by the pump overnight, which would keep some of the chill off and alleviate the noise on starting. Just don't forget about it and drive off with it plugged in!
