What part of the country are you in and what is the climate like? How well is your shop insulated?
Some basic options are:
Electric (230 volt shop heater)
Nat gas or Propane
Kerosene
Wood Stove
Edit: Each one of those is going to have several styles, types and sizes and radiant or convection. Cheap is going to be relative to where you are and if you are insulated or not.
