First of all look at the wiring underneath the passenger seat, specifically the wires going to where the seat belt buckles... it's possible something underneath the seat knocked the connector loose or cut a wire.
If it all looks good disconnect the electrical connector and make sure the pins fit nice and tight, as these are VERY TOUCHY to any kind of electrical resistance at all. You might want to take a small screwdriver and push the female terminals together a little tighter... spray some electrical component cleaner in there and reconnect it. (NOTE - PERFORM THESE STEPS WITH THE BATTERY DISCONNECTED TO PREVENT ANY POSSIBILITY OF AIR BAG DEPLOYMENT... WHILE UNLIKELY IT IS A POSSIBILITY)
If that doesn't correct the problem about the only other thing you can really do on your own is replace the pretensioner (assembly the seat belt buckles into)... however these can be quite expensive... in this case it may be better to go to the dealer for diagnostics at this point... that is of course if the above step doesn't fix it.
