the fogging is a common problem with older cars and trucks, they get moisture in there and it cant get out. The headlights are supposed to be sealed up.
He could try removing them and cleaing them out, otherwise even used replacements will last for a while and still look nice. There are some aftermarket headlights out there that are made to be brighter and clearer. Check ebay for headlights.
There may not be any for his truck, depends when it was built. If it is a very early '97 built in 5/6/7 of '96 the header panel is different and the normal headlights and corners don't bolt in the same way. If he has a later build be will be fine. I have a set of Depo headlights and corners and love them.
i have a 97' and i went to the lightning style headlights, it was a pretty easy swap, i just had to take my sawzall and cut the hole a little bigger to make room for the extra passing light that comes out of the back of the headlight. i couldn't beleive how much better and updated it made the truck look. i bought the headlights on ebay for $200 and it came with all the new wiring harnesses. easily one of the best upgrades i've ever done for my truck, highly recommend.
they make a cleaning kit for those fogged up lights costs about $12 at pep boys, supposed to work well but $12 is cheaper than new lights.....may want to give that method a try before moving deeper into the wallet
