Starter Troubles

I have now installed two seperate starters on my '48 pickup, and my engine continues to refuse to turn over. I have hooked the starters up to two different brand new 6v batteries, and the most the pistons have moved is about a 1/4". The starter will spin, engage, and stop. Does anybody know what the problem could be? The engine turns fine from the bolt on the crankshaft... any help is appreciated.

I'd check all cable connections first. If you did any painting in the vicinity be sure to clean down to bare metal.
Next I'd suspect the regulator, coil, starter, etc. Eliminate one at a time.
Also check to see if starter functions normally out of the vehicle. Is the clutch disengaging? The usual stuff - hang in there.
