C6 no downshift @ low speed

C6 no downshift @ low speed
At lowering speeds and hill climbing, my tranny will not downshift unless you come to a complete stop and it downshifts all the way into first. you would think that if you slow down to about 10-15mph and going up a hill that it would downshift but it stays in 3rd unless you stomp on it to hit the kickdown or you downshift manually. Does this have to do with the governor on the tailshaft not working properly or more like a valve body issue? I rebuilt the tranny myself about 3 years ago and it came out great and this problem carried over from before so it's nothing I did. But everything was replaced which leads me to think something is going on with the governor. Any help greatly appreciated!
