Nope-the mileage is not adjustable by anybody.
If it were possible-can you imagine how many "low mileage" special deals you'd find at dealerships? Not that a dealership would do anything like that-they're so honest you know

Well thats pretty stupid that the only thing that stores mileage is the cluster itself. Ive replaced zillions of GM clusters, and once you reprogram it the mileage is right where it was before, probably stored somewhere else like the BCM, I dunno for sure though cuz they have 20+ modules on some new trucks now.

No,it's not stupid at all if you really think about it.
If it were stored on the engine computer,and was reprogrammable,how would you know for certain that the vehicle that you just purchased has a legit number of miles on it? There's no way that you could prove or disprove the mileage shown if the cluster mileage was reprogrammable. If it were stored on a common failure item like an engine computer-all one would have to do is buy a new engine computer and sell the vehicle with little or no mileage on it after a few years. The digital odometer on the Ford clusters is locked,and if you cannot alter that mileage for any reason. You and I both know that if a used car dealer could buy an OEM programming tool for "vehicle maintenance and repair" that could reprogram the odometer-they'd be all over that,and odometer fraud would be a rampant problem like it was back when we all had mechanical odometers.And there would be no way for the authorities or anybody else to prove that the fraudulent activity was going on.
