Buick 3800

I know it's not a Ford, but has anyone ever had any experience with this?
My neighbour had me take a "look" at his 1989 Buick LeSabre with a 3800 fuel injected v-6. He said it won't start when it gets cold outside, like below about 0 celsius or 32 degrees F. It cranks and cranks good, fires a little but just won't catch. If you step on the gas it doesn't help either, just pops a little. If he plugs it in for an hour or so, it seems like thats all it takes, then it will start up for him. He has had it at a couple of shops and they can't seem to get it. They changed the cam and crank sensors with no change. Spark is good and fuel pressure is ok too. Any ideas or insight or a little direction is greatly appreciated.

BTW it started ok when I went over to his house so I couldn't try anything just then.
