Can a tuner be unlocked after being used? The reason I ask is because I saw this listing on ebay

Sort of, if the tuned vehicle is returned to stock it is basically unlocked. Otherwise, it could be a factory return that edge unlocked. Myself, I would spend the money to get it locally, so I had someone to goto when I need help.
