Make? Model? Engine? What is it that you are trying to locate? I know ICM as Instrument Cluster Module, which obviously isnt outside under the hood. On diesels there is an IDM which is an injection driver module.
I've never seen an ignition module mounted to the radiator support. They are either on the distributor or on the drivers side fender below the hood spring mount in a heat sink.

ICM - ignition control module . 93 ford ranger 3.0l, only thing i see on the rad support is my day time light module. dealership said it was mounted on firewall but i cant find it

1. Remove two screws retaining ICM/heatsink assembly to radiator support bracket.
2. Disconnect harness connector from ICM.
3. Remove two screws retaining ICM sink and remove ICM.
Installation
1. Coat metal baseplate of the ICM uniformly with silicone compound, approximately 0.79mm (1/32 inch) thick. Use Silicone Dielectric Compound WA-10, D7AZ-19A331-A (ESE-M1C171-A) or equivalent.
2. Position ICM onto heatsink and tighten two retaining screws to 1.7-4.0 N-m (15-35 lb-in).
3. Install ICM/heatsink assembly to radiator support using two retaining screws.
4. Connect wire harness to the ICM.
i replaced the icm and my truck still wont start. It cranks over, catchs for a second then dies,(by catches i mean it sounds like it starts) any ideas?

Sounds like it might be a fuel problem, you need to put a pressure gauge on the Pressure Relief Valve on the Fuel Manifold.
With a gauge on the Manifold turn on the Key with pin #6 of the Test Connector (DLC) grounded and check it for about 45 PSI.
The Test Connector (DLC) is located at the LH side of engine compartment, on rear of engine compartment fuse/relay box.
