bounce a quick question off you guys

I have recently aquired a 77 150 with a 400 and as it sits runs ok. i am familiar with the lack of power due to the smog regs on vechiles from the late 70's. my question is will i be able to get more reliable power from the 400 and keep it legal (damn nj) or should i just say screw it and put qq plates on it. I plan on building a street truck out of it but i would like to be able to drive it everyday. if possible can some one point me in the right direction on the rebuild i have only messed with 3.0's and my old vws in the past.

One question you may end up asking yourself is; At 8-10mpg, do I want to drive it everyday? Otherwise, I'm not sure of NJ's laws.

well i work about a mile from my house and it would be used while i drop a 5.0 in my ranger. mostly just runs to the beach and just for cruising.
