Front end shimmy

I am interested in buying this guys 98 F150 4.6. It's an extended cab with the long bed and had a body lift and some 3" suspension lift like a RCD. I took it on a test drive today and it went pretty good until I got off the gas at around 45mph. The whole truck started to shake side to side like I was hitting some sort of undutlations on the left then right side. It would shake left to right really fast until I slowed down or speed up. I didn't get it up over 55mph do I don't know if it will do it at higher speeds. I asked the guy and he said it was because the tires hadn't been rotated. They are 75% worn 33" mudders if it matters. Does that sound like a tire balancing promblem or suspesion? I pushed down on the front end and it seemed to move up and down extremely easy like the shocks are kind of worn out. Probably time for new shocks but what else might it be?

could just be the tires, but if it only does it when braking, i would guess the lower ball joints or idler arm are worn out. that would also explain abnormal wear on the 75% tires.
