i have a 89 f-150 with a 302fi and duel tanks. when bought the truck the previous owner said the rear tank didnt work. well i tried it going down the road and the truck ran fine, except at idle there was a kinda whistling noise coming from the driver side, near the firewall under the hood. could this be a faulty low pressure intank pump, and the rail high pressure pump straining? any help would be helpful

I doubt you hear anything relating to the fuel system when the vehicle is running, the engine is too loud to hear those components.
Test the fuel pressure on the rail, you should be able to find information on this site about testing that. But if it runs fine then you shouldn't have a prob. Just make sure to use the gas in the rear tank first, if it does go out you can then switch to the front tank
