Okay, I've seen quite a few posts about Surging concerns.. Although they seem to have some different symptoms (some have blue smoke, some have engines that die, some (like myself) JUST have a gentle surging up and down of the turbo and engine when the engine is cold, and it goes away once the engine is warmed up)...
But what I have not seen very much of is any input from you guys that have had this problem and gotten it fixed!!
I see input from the tech's (and I appreciate your feedback), but those seem more like guesses/ suggestions. I am wanting to hear from people that had this problem and got it fixed. What, specifically, was done to fix it?

What were your symptoms, and what (specifically) was done/ replaced that worked, and made the symptoms go away?
EGR valve issues...Replace or unplug...making sure it is in the closed position. CA emissions engines, some '05s and virtually all '06 / '07 engine builds will activate the CEL.
Oil over fill. Make sure oil level is mid-hash marks on the dip stick.
There are other reasons. Hopefully, our techs will jump in here soon.

I have my EGR plugged in, but I know it is clean, and in working order.
I also have my oil at 14.5 quarts- right between the hash marks..
I really do appreciate your input, but I am really looking for input from readers that have had this problem and actually gotten it fixed- so they can give exact detail as to what was done to fix it- as opposed to speculation and ideas as to what it COULD be.

Yes. My 03 had exactly as you described "gentle surging" only when it was cold. I reported this condition when it was in for service and/or misc repairs (including EGR failure and injector replacements) with no change.
Then it started to occur more frequently with a stronger surge... And I happened to be driving by the local Ford dealer while it was acting up. I left it running and they sent out a Tech who ran all the usual tests with the laptop (turns off the EGR, etc) and everything checks out ok although clearly there is a problem. He checked for chafed wiring harness and that wasn't it.
Another Tech comes out and gets into the surging truck and they both look at all the readings from the laptop. About 2 minutes later the first tech gets out of the truck and says "bad icp". They changed it out and the truck never surged again. About 35,000 miles later I traded it for a Tow Boss.
EUREKA!! This is what BowTieHatr also said COULD be a problem.... Thanks so much for your confirmation that these are related Tom...
I still welcome any input from anyone else that had this problem and got it fixed...
Another question for you Tom... Since ICP stands for Injection Control Pressure, did you notice any change in your fuel mileage since you had this replaced? I also get pretty crummy mileage, and I'm wondering if this faulty ICP sensor could be the culprit of this...

My 04 surging was fixed when the tech finally found a chafed wiring harness.
It took 5 trips to three different dealership but it WAS found to be a chafe issue within the wiring harness.
Interesting mpg question... My 03 steadily got better mpg as the miles rolled on. This repair occured within about a month or so after having 4 injectors replaced which did help the mpg. BTW 1 injector failed and the dealer got Ford to replace the other 3 (on that side) at the same time. When I traded the truck (at 79,000 miles) it averaged 16-17 mpg and would always get 18-20 mpg hwy. The 06 Super Duty discounts/incentives in combination with the loyality bonus were just too much to resist

Mine started surging around 2300 miles or so. Felt like it was possessed when it happened. Irratic, sudden acceleration. If it happened while idling, engine would sometimes surge 3 or 4 times then die. Did it hot or cold, fast or slow, out of the blue, no pattern to it but predictible enough that the tech had no problem reproducing it. It was "fixed" the first time by replacing the EGR, but it unfixed itself several thousand miles later, at which time the truck got an ICP sensor replacement and a new flash. That fixed it (no quotes). I also had the 05S34 FICM wiring harness and ICP connector recall/replacement done later, but there wasn't any surging at that time.
Best I can understand, the ICP sensor was sending bad values to the FICM, either because the sensor was bad, or the connector was bad, or both. The FICM then tried to correct for the bad numbers by changing injection pressure, resulting in surging.
