no power brakes meaning really hard brake pedal? if so i would vote vacum problem. could be leaks. does it correspond with a cetain setting on the heater controls? if so you ahve a leak in the heater controls if no you need to check the vacum when it is acting up with a guage. if its less than 18 in. of mercury you need a vacum pump.

defrost is the default position if you lose vacum. switch it to a/c and see if your brake pedal is hard. Then switch to defrost and see if your brakes feel normal. if they do then you have a leak in the heater system.

vac pump
check your vacumm at the pump i just had to replace my vac pump for the same problem you are having. it was irratic going from 8-15 inches of vacumm. new pump was 25 inches at idle problem fixed
