On the front top of the engine where the high pressure oil pump (HPOP) bolts to there is a rectangular housing. On the top of that housing is a small plug with a six sided allen socket in it. Remove that plug, that entire housing needs to be full of oil. If it's not, fill it up and attempt to start it.
Try unplugging the ICP sensor. With it unplugged the pcm will command the IPR to default pressure. if it works unplugged it is the ICP sensor. If not check the tin nut on the IPR solenoid sometimes they come loose or the IPR could have a little trash in its valve or be bad altogether.
