Non-functioning lock cylinder for 1983 Van

Non-functioning lock cylinder for 1983 Van
Need help on my 83 Ford Van ignition lock cylinder/keys. Key lost ignition is in locked position. Have a replacement ignition lock/w-keys. How do I remove LOCKED non-functioning lock cylinder. Instructions state to have in "run" position in order to change. Unable to do this (run position) in current state. Any suggestions??

Have a locksmith make a key for it and return the other lock to where you brought it. They should be able to make a key for you (Some models the Ignition key also fits the doors..you'll need this anyway to lock it) very quickly.
