Electrical Help Needed

87 f-350. On the starter selonoid there are two large terminals and two small terminals. I know the large terminals are from the battery to the selenoid and then from the selenoid to the starter. I also know one of the small terminals is connected to the ignition switch. What I don't know is when the switch is turned on the start position, will there be 12 volts at that terminal or does it go to ground to complete the circuit and engage the starter. How about the other small terminal. When the ignition switch is in the run position, should there be 12 volts there? Thanks

should be 12v if you use screwdriver and jump from batt wire to small term it should turn over as mine does
