The recall doesn't apply to 2003 trucks. Ford stopped using the "bad" switch in 2002.
The recall involves vehicles fueled by gasoline or natural gas and equipped with speed control, including the 1994-2002 F-250, F-350, F-450 and F-550 F-Super Duty trucks, 2000-2002 Excursion SUVs, 1994-1996 Econoline vans and 1996-2002 E-450 vans, and 1998 Explorers and Mountaineers.
I believe the Expedition was part of this recall as well. I received a recall on my '01 Expedition 5.4L, but not on my '03 F250 V10. My local Ford dealer advised me that the switches are currently on back-order and will not be available for 4-6 weeks. They have unplugged my switch until the new one arrives. Has anyone else heard of a shortage of these?
Got mine done as soon as I heard of the recall.
What gets me is that instead of replacing the bad switch they put a fuse in line for when the switch DOES leak.
I had the recall done on my '00 Expedition about a year ago. The local dealer told me the same thing back then. They unplugged the switch and I waited for about 4-6 weeks. It surprises me that Ford still does not have enough switches in the pipeline to perform the recall.

Does unplugging the switch disable the cruise? I am an hour from a Ford dealer and very inconvenient to do it. Maybe I should talk to one of them and have them send the pieces out as wifeys and mine are in the recall. Ex coworker had a Navigator that was recalled for the same problem 2 years ago I think..
