Can an EFI motor (93 in my case) timing be advanced? If I understand correctly the EFI system itself changes timing, fuel / air ratio, etc with ambient conditions.

timing can be put whereever you want it, but they are referring to valve timing. Yes, a different timing set can do this, but to adjust the spark timing, just turn the distributor.
