Because after 1970 Ford quite using that casting number as a year indicator and it became just a revision indicator, the last time the 385 series head was revised prior to 86 was 1973 thus teh D3VE casting.

Yes they are decent heads, some will always recommend the early castings, but the D3 heads actually flow just as well.
Making them better, well porting the exhaust ports is always a good idea on the 460 heads, and that applies to any of them, the exhaust is the restriction even on the SCJ heads. I would also upgrade to 1 piece stainless steel valves. you can also have it milled for screw in studs and guide plates to run full roller rockers buton a mild cam I would just run with the pedestal mounts (mild as in anything less than .550 lift) on I have heard good things about upgrading to 1.71" exhaust valves too, not sure I would upsize the intakes unless your really planning on running it above 4500 rpm a lot. but bowl blend and match it to your intake but on a mild or torque/towing motor you really don't want to get carried away on the intake side just clean up any casting flash and make sure the seat to bowl is blended nicely.
