Probably at the fuel sender, which is an integral part of the in-tank pump. It's a PITA to replace, will require either removing the bed or dropping the tank (removing the bed is much easier).

Typically, fuel gauge problems are a result of the sender when all other dash gauges work. The bad part, to get a new sender, you gotta get a all new fuel pump, a $106 dollar affair for me.

i second the sender being the malfuntion, unfortunatly Rp is right about the pita of the affair of changing it. though there are ways around that if 1. you dont mind a dead gauge. 2. your odometer works. 3 you have basic math skills. if you drive pretty consistantly, you can clock your milage and find your mpg. then when you drive x number of mile you know you need gas and fill up. ie. if you avg 20 mpg, and your tank holds 17 gallons. you could theoretically drive 340 miles to empty, but if you fill up at 300 miles then that gives you a 40 mile (2 gallon) leaway to find a station. 5 out of the 8 fords i have owned have had faulty fuel gauges and i used this system. not saying it works for everyone.
