At the top left you will see the headlight switch. A wire coming out of the bottom is labeled W/B(white/blue). This is the power feed coming out of the switch for the dash and running lights. If you follow it down you will see if feeds the 3.5a fuse for the dash, and the 10a fuse for the marker lights.
Since you do not have dash or running lights, we can assume the problem is at the white/blue at the headlight switch. If it's not, it's still a good place to start.
I would get to the headlight switch again, and also get a testlight or voltmeter. See if you have voltage on the white/blue wire coming out of the switch when the switch is pulled on. If you do have voltage, then I would leave it on, and then check for voltage on one side of the 3.5a and 10a fuses. If you do not have voltage at the fuses, but do have voltage on the white/blue at the switch, then we can assume there is something wrong with the white/blue wire as it makes it's way to the fuse box.
If you do not have voltage on the white/blue, and we know the switch is good, then look for voltage on the tan/white wire. It's at the top of the diagram, and is what feeds that section of the switch. It also has it's own fuse.
