if there was a vacume the lines would stay on onthere own. The lines are preasurized one pump in the tank one on the frame rail.
Dual tank, or single? If single tank, he's got one high pressure pump in the tank (just put one on my truck two weeks ago). I can't think of what straps he's talking about, because mine had the quick release fittings. Obviously, he's not talking about the mounting straps.
I'm not real sure if the low pressure pumps were used on dual tanks on the '92 models. Would have to ask some of the experts in here that study all the Ford Trivia.
Those metal clips are just safety devices - the spring clips inside the fitting should hold the fuel lines on the fuel tank fittings. All these trucks had high pressure in-tank pumps (both single and dual tanks) starting in '90.
My Ford documentation describes the clips as "redundant". In other words the lawyers made them put them there. So there must be a occasion when the connection will fail, but not very likely.

My rig is an '89 and I'm not lucky enough to have redundant clips. My clips keep the fuel lines from poping off. Well, those clips and many years of dirt and rust!! ;-)
