i had abunch of those im my 94 it was just f-ed paint at least from what i can tell from the picture.. when you first saw it was there acutally anyhtign on the paint, like if you touched it did it get your hand dirty. and second you could try wet sanding or at the very least a clay bar and some wax after either
My '94 was just repainted last year, it wasn't there until recently. And no it never got on my hand or anything...I just figured it was grease which would be harmless and it'd wash off next time I got a car wash...and then it didn't.

That could be part of what lead to this problem. Did they use laquer, enamel, or a urethane? From the looks of that pic, it's not grease but it's something else. Something that ate into the paint a bit, like a thin film of brake fluid or other *hot* solvent. Or something else along these lines.
I have used 3M heavy cut compound to remove some amazing things before. This will dull the finish so be careful and don't rub too hard. Follow up with some clearcoat swirl remover and it will buff out completely. I never buff paint with a power buffer, just elbow grease and I have never made a problem get worse that way. Good luck.
One of the local O'reillys here is a paint superstore and they have the quality cleaners, waxes and rubbing compounds. If you don't have one around I would bet a body shop will sell something. There is always mail order ..... Let me know if is works and don't be alarmed if the clearcoat gets a little dull. The swirl mark remover will restore the shine. Just do it in small steps so you don't go too far with the heavy cut.
Have you tried car wax? My wife's old white Grand Am used to sometimes park near a redwood tree and after it rained she would have purple/red spots on the car that just would not come off. I tried a bunch of different over the counter products. There was a 3M glaze I used that worked but it was too harsh to use every time and expect the paint to look glossy as the car would sometimes would be absolutely covered.
