not quite sure what you are asking here????
are you wanting to block the exhaust side like an exhaust brake or block the intake side?
to answer your question as i see it.
if you blocked the intake side. no, no air coming in so a very rich badly runnin truck.
no on the exhaust side either. if the gases cant escape its gonna slow everything down.

the 94.5 to 97 powerstrokes don't have a wastegate. that is th edevice that you are talking about disabling. it bypass exhasut drive pressure straight to the outlet instead of using it to drive the turbo. only the 99.5 up have a wastegate.
if you want more boost you need more fuel. more fuel create more exhasut gases which equals more the possibility for more boost
