Rain is not a problem at all, the pipe does go up a good bit before it turns into the air box.
Snow however will cake on the bottom of the filter and eventaully block off the airflow.
When I am plowing, I just unhook the stock plastic duct from the scoop and the air box. So the ram air just blows in the engine compartment.

this list pretty much shows all the options. Somewhere else on the page there is something that tells you which one you need but it applies to pretty much muscle cars only.
The plastic pipe going into my air cleaner is the stock pipe on an 86, I just built my own air scoop and then used a couple HVAC duct fittings to connect the scoop to my air cleaner.
I wonder if one could rig a small scoop on each side of the radiator. Also, for people that are worried about water, you could always cut a small hole or passageway at the bottom so the water doesn't carry into the aircleaner.

Not to burst your bubble there, dude, but this has been discussed a lot. There are available ways to do it that will cost a whole lot less, and will bolt right onto the IDI motors.
From what I saw of that dual intake setup on the page you linked, it is questionable whether that expensive air cleaner would even fit an IDI without modification. I sure wouldn't be spending that kind of money on something that I'd have to hack and chop on in order to make it fit.
