Something like 75 to 80% of the pump price here in England is tax. As if that's not bad enough, we're now hearing ideas from the politicians about massive increases in road tax (our annual vehicle registration/license). It's already at £185 (approx. U.S. $350) per year for all but the tiniest cars.
Pretty soon it I think it will be time to think about driving nothing but vintage vehicles. Pre-1973 cars are tax exempt, although with the way it's going here even that could change.
I consistently get 18 mpg with my 1984 BII 2.8 liter, C5 tranny with a non-lockup torque converter and 3.73 gears - single point type Bosch ignition, and non-feedback carb.
Zero out the odometer each time you fill up, and record the mileage and the gallons to refill several times in a row, and then you can arrive at a good mpg average.
There is just no rigid science for MPG. It will always be an estimate. Factors constantly change in the mechanics of a vehicle and if that weren't enough we still haven't considered elevation, temps, ascending, descending and times spent in reverse or idling at the drive-through I have a certain pump at a specific gas station I always use and even then I never quite know....

Do like we did, get the Teminator for a governor! I went to the DMV shortly after "Ahnold" got elected, and I got a reimbursement credit!!! I don't recall exactly how much, but I still thought it was pretty cool.
