Heater Control problem NOT the Blend door

I have a 98 Ford Ranger with the 2.5L. I have performed the blend door fix (it is a God-send) and I can now control how hot or cold the air coming out is. I have also replaced the blower motor and the blend door acctuator. The problems I am having are that with my climate control turned off I still have air blowing out at my feet as if the fan was on HI and two when I switch the control to Max A/C the air comes out of the defrost vents instead of the front vents like it is supposed to. I am thinking that it is in the actually controls but if anyone else has had this problem or knows what else it might be any and all help would be apperciated.

You've got a leak somewhere in the climate control vacuum system, and/or one of the vacuum valves is faulty.

From the following descriptions you can get an idea of how the system is supposed to work which should help with your troubleshooting.

When OFF is selected:

The A/C inlet duct door is at full vacuum, closing off outside air and admitting only recirc air.
The heater water control valve is at full vacuum, preventing hot coolant from reaching the heater core.
The floor/panel and panel/defrost doors are at full vacuum, closing off the passages to the A/C registers.
The blower motor and the A/C compressor are off.

When MAX A/C is selected:

The air inlet duct door is at full vacuum, closing off outside air and admitting only recirculated air.
The heater water control valve is at full vacuum, preventing hot coolant from reaching the heater core.
The panel/defrost door is at full vacuum and the floor/panel door is at no vacuum, directing airflow to the A/C registers
Air will be picked up at the recirc opening by the blower motor. With the temperature control set for maximum cold, airflow across the A/C evaporator core will be diverted past the heater core and then directed into the passenger compartment through the instrument panel A/C registers. There is also some airflow to the side window demisters.
The A/C compressor will be enabled when MAX A/C is selected.
The blower motor is on.
