Anyways, I figured out how to reset the mpg on the overhead, and today while driving on the Belt pkwy in Brooklyn NY at 65 mph, I was getting between 22 and 23 mpg. I think my truck is lying.....

Your programer is causing the MPG's to show better than they really are.

Also, the overhead MPG display is commonly referred to as the Lie-O-Meter.
Hand calculated is the way to go.
But yes, in my truck occasionally if I'm on the highway for quite a while, staying below 65 (below 2k rpms) it'll be up in the 23 range for quite a while. Then I get to town and it goes down quickly. I think after a 3/4 tank or so, the overhead will say maybe 16-17, I'll usually hand calculate 13-15, so not tooooo far off...
edit - I just recalled a post someone made where they were coasting down some long, long hill and they reset the MPG partway down and it shot up to 99.9. Not sure if that was true or not. It is sort of fun to reset it while you're driving just to see what it says your sort of instant MPG are at that time, rather than seeing the long average of all your driving.
i have done that too. reset going down even a short steep hill in town and at idle you will make 99.9mpg however when you stop at the light at the bottom it goes back down to 10 or so.
I always try to fill it to the neck just so I get an extra couple of gallons. Last fill up, I left the pump with 40 gallons in my 38 gallon tank. Right now I got about 2/5th of a tank left and I'm around 400 miles or so on the trip odometer. Lets just say for the hell of it, I decided one day to run her dry to see exactly how far I can go, will I have to blled the injector lines or do anything else? I know deisels are a bit more different than your gas car that you just fill up with a gallon jug you found and start up lol.
Actually... No . You don't have to do anything but crank on your starter mongo. When it does start, it's going to run really rough till it gets all the air out of the lines but it will soon. With duel tanks,I've run them dry on the xway and only lost 10-15 mph before I was back up to speed.
