96 Ford Explorer-Fuel Problem

96 Ford Explorer-Fuel Problem

Occasionally it will not start, acts like it's either flooded or no gas? Took to shop and they ran a test on fuel line says pressure for fuel pump should be around 35-40 and the reading was 32 does this mean I need to replace the fuel pump? Not an expert on vehicles so I need everyone's advice before PAYING for repair.
Maybe the fuel filter needs replaced? Or the pump? Any suggestions?

I would try a new fuel filter first, then go from there.

Not true, the fuel pressure should be between 30-45 psi. If it was idling with good vacuum when the they got the 32 psi then that is a normal reading. The 45 psi is with no vacuum.
