Is this a tough job and any special tools required? I am suspicious of some leaky seals and would like to correct it if it is the case. Lastly, is there a way to confirm that they are bad? Visual inspection maybe. I don't want to cause more harm than good and am new to the valve train of a 460.

well with the engine assembled you will need a onhead valve spring compressing tool, and a way to put air to the cylinders, basically an adaptor from a compression tester is what I use and put a fitting to hook to my air hose.
As to visual inspection, well if it's over 10 yrs old yeah they are probably bad but you can pull a valve cover and look at them, if they have broken into pieces or are hard and brittle falling apart thats a good sign they need replaced.
