Think you got that backwards... heads are swappable but block and most all components in it are not. The 400 was built following the success of the 351C, using the cleveland heads, but a much taller block to accomodnate long rods and a a long stroke. Clevelands are great high rpm motors for light cars. 351M/400 were designed almost opposite, for use in trucks and large cars with low rpm torque. You havent said anything about how your motor was built, and that obviously has alot to do with its rpm band / capability. I didnt catch what motor you had either. A stock 400/351M cannot rev very high in todays standards, especially if you also have stock intake and carb with a restrictive exhaust. My 351M when it was newly rebuilt felt like it started to wheeze out at 3,000 rpms. Just by doing carb, intake, and exhaust, it seems like it revs much higher and faster, although I do not have a guage.
