Hp books "How to rebuild Small-Block Ford engines" by Tom Monroe states: One method used to achieve such a light compact engine was to limit the size of the crankshaft counterweights inside the crankcase. Consequently, additional counterweighting had to be provided outside the the crankcaseto balance the engine. Counterweights were added to the crankshaft damper,or harmonic balancer and to the flywheel or flexplate. This makes all small-block Fords externally balanced.
221,260,289,302,255,351W- small block family
I do know that the balance of the 302 changed significantly in 1981. As far as flywheel-flexplates, the 302 and 351 use a 28oz counterweight before 81. After 81, the 302 went to a 50oz counterweight, but the 351W continued with the 28oz weighting. Also there are relatively few interchangable parts between the 302 and 351W.

Hey for the wheel issue, Ford in 1978 started using the regular wheel, but some still came out with the split wheel, in 1979 they were all regular no more split wheel

The 16.5 wheels are the same since 1967 and were not split. They are one piece. The wheels we were speaking of were the 16 inch only.
