yep, salty roads will do that. usually rocks get kicked up from the tires exposing the bare metal behind the paint, the winter driving then coats it with salt, and the rust is next. May I suggest you razor-blade the flaked parts off, and get some touch-up paint. If you let it go for a couple more years, then the next step involves air tools, and lots of money, which will mean redoing all the rust.
