Check all the vacuum lines from the front hubs back to the solenoid, which for gassers is behind the battery on the passenger-side fender.
If there are no obvious vacuum leaks, follow the black vacuum hose from the vacuum solenoid to an elbow where it goes down towards the chassis. Disconnect the vacuum line at that elbow and plug the side that goes back to the solenoid.
Try the 4x4 switch again. If the defroster doesn't come on like you posted, there's a vacuum leak AFTER the solenoid, meaning either you need to go back over the vacuum lines going to the hubs, or the hubs/knuckles themselves are leaking (bad seal).
If the defroster DOES come on after plugging the black line, that means the vacuum solenoid itself has failed and causing a vacuum leak. Replace the solenoid.
