You can go to Actrons site & do a "find a dealer near you" search or order direct from them. Once you get it, you may be disapointed. Other than the select switches & buzzer ( which helps actually ) it is not much different from using a wire or paperclip to force the ECM to give up the codes as described at fordfuelinjection.com. You can stand next to the fender as opposed to doing the "plug the wire, run round the door or lean through the window to see the check engine light" shuffle. I used a 6 inch length of wire with a spade lug on one end & alligator clip on the other for years before I bought mine. Now wish I had spent more to buy a more advanced one with an LED readout.
The Code Readers are more trouble than they are worth. I bough one early on but do not use it. It is easier to just ground the STI connector, get in the truck behind the wheel with paper a pen, turn on the key and go through the test. You can do all of this by yourself, if you do not have an extension cable for the code reader you will need another person to do all of the tests.
Did you ever get this problem resolved and what was the cause?
I have a 1994 F-150 that shifts very hard from time to time. I've had some electrical problems and I'm not sure if my issue is actually a failing transmission or is an electrical issue (seems electrical/speed related to me).
