As far as weld quality is concerned, I think there is a difference. I have a HF 220 welder, and it works ok. Just ok. My welds look decent, and penetration is good, and I considered myself to be a decent welder. However, I recently demo'ed a Miller at a street rod show, and I was surprised at the difference. It was so much easier to weld with, beads looked great. I was very impressed, and so was my wife. She actually looked at my welds and said that santa needs to bring me a new welder for Christmas.
Yes, I'd expect a difference in weld quality between a "no name" house branded offshore product built by the lowest bidder and a domestic one built by a brand name manufacturer building for the commercial market whose reputation rides on their product. "You get what you pay for."
When shopping for that new welder: Hobart and Miller roll off the same assembly line. The Hobart does use some lighter duty parts and a few less whistles and bells but they are still a quality machine and parts are as close as your local Miller distributor.
