yes primers are there to "stick" to metal, paint doesnt adhere to metal very well at all.
you MUST prime before topcoating, and as for this rustoleum, personally i would recomend an automotive 2 pak urethane enamel before this product, you can get very good cheap urethane enamels that will hold up well for many years and wont cost an arm and a leg.
