Go to the Temperature sending unit.
Take the wire off and attach a test light to it.
If the light PULSES on and Off.
The VR is working.
This VR runs both the Temp gauge and the Fuel gauge.

Instrument Voltage Regulator
You can do a quick check to isolate whether the problem is on the tank side or gauge side. Turn the ignition key to acc, pull the orange wire on the tank sending unit and ground it. The fuel gauge should peg out. Do this just long enough to see if the gauge pegs, a few seconds. If it pegs, the problem is in the tank sending unit. If it does nothing, the problem is in the fuel gauge or wiring.
