I forgot to mention that I did check the vaccuum operated door that closes when you switch to MAX AC to recirculate inside air. I can see it operate when I switch to MAX AC.
I was going to open the black screen thing just below the windshield, but I don't know if I am going to be able to reuse those holder things. SO I was going to wait untill I can get an opinion everyone here.

look for a seal leak with the outside/recirculating damper door, one attached to outside air intake, may not be closing tightly, leaves and debris can block or pass thru and prevent tight seal at other doors...also look for any blockage to interior air intake to outside/recirculating damper door air chamber prior to the fan, ie, carpet, Mac Attack wrapper, etc
also check vent/heat door, in max ac and normal ac vent/heat is closed and all air passes to panel registers, there should be no ac air flow to defrost vents
only time defrost vents get air flow is when vent/defrost door is open or leaking, only vacuum actuated during mix and defrost
from Ford service cd manual:
When the system is set for MAX A/C, the outside/recirculating air door is set to seal off outside air and allows recirculated air from the passenger compartment through the system. This exposes the passenger compartment to the normal operating noise from the blower motor. This increase in noise level might be confused with an increase in speed when, in fact, speed responds only to the heater blower motor switch (18578) in the A/C control.
those clips are not reuseable. take a nail and poke it into the clip's hole. lightly tap the nail until the rivet pops loose from underneath. those clips are actually plastic rivets, and you'll need a rivet gun to install news.
as for the max a/c... all it does is switch to recirculate interior air. how it operates more efficiently is that the interior air will eventually become cool... its a stack up affect. instead of cooling the outside air of a constant temperature... it is cooling the inside air that is getting cooler and cooler.
Doug! AC-MAX is just a regime when air is taken from inside the van, not from outdoors! Less dust, a little lower temperature if its hot outdoors!
You can see this door and a big vacc. actuator on heater body, you can see it from uder the hood, just ask somevone to switch max on/off and look, move it or not?
