Ok Im lossing fuel out of the line where you drain the fuel bowl when you change your filter. Its a not a stream but a pretty good drip at Idle. I removed the filter installed it checked the valve its all the way closed. I have opened and closed it many times. Does anyone have any directions on how to change that valve? Thank you for any help

Yep. It's not uncommon at all for the dealer to make you buy a whole new fuel bowl. Buy extras and keep them in the truck.
