HELP!!! Better MPG?

well, the way it was explained to me from my dealer was that to remove a chip from your computer, your engine actually has to run and go through a "cycle" for it to be removed successfully. i wouldn't mind getting one, except the problem i have been having with my truck is that it simply will not start, just turns over. has only happend twice, once at 1400 miles and 2740 miles, now have 3600 and witing for the thrid time. anyway, if that is true what i am told, then i would be unable to remove it for maintenance, then there goes warranty. as for gas mileage, best i have gotten is 12.6mpg, so anything would be a plus. really looking into the Volant CAI and cat back exhaust.
