Exclamation power lock problem

96 F350 CC (4 door) Power locks won't unlock. Changed both switches. pass side will lock all doors but neither will unlock. Disconnected all 4 actuators 1 at a time, still no go.
Getting frustrated. 14V at all plugs at actuators. was getting 3-4v on lock side or unlock side and 14 on other, till I disconnected front pass side actuator, now 14V & 0V (must have bad actuator on that one) could they all be bad???
Both rear doors are now connected and they lock no problem, still wont unlock.
Both switches give 14V when pressed to lock or unlock.

Any advice appreciated.

If you get 14v+ and then 14v - for lock and then unlock at the actuator, then the actuator has to be bad.

Thanks for the wiring diagram Franklin2. It turns out that a wire going to the alarm (inside the boot in the door jamb) had come disconnected from the cheap bullet connector that the alarm installer used. Simple problem, easy fix. All it took was 6-7 hours of diagnosis, and now my arms look like I was playing with a gator (lot of sharps inside doors). Again thanks, without diagram, never would of figured it out.

I was wondering about that, but I wasn't going to say anything.

He emailed me with the same question. I sent him the diagram and how to go about troubleshooting it and then I never heard from him again.
